This fountain was placed here in memory of Jack L. Harmon, who served as a West Columbia City Council Member from April 10, 2001 until his death on September 19, 2011. Mr. Harmon served as Mayor Pro Team from October 2004 to September 2005 and from December 2009 to September 2011. The fountain was dedicate August 16, 2012.
